The UAE pairs 0% personal income tax (federal) with world-class infrastructure — but at world-class costs in Dubai and Abu Dhabi. Sharjah offers significant discount versus Dubai; Ras al-Khaimah and Ajman much cheaper. AE's WB gdp_per_capita_usd is ~USD 51,000 (2023). Inflation at 1.3% (2024) is low. Healthcare OOP via WB is ~USD 150/month per capita; private healthcare for expats in Dubai is excellent but expensive (~USD 200-400/month employer-or-self-paid health insurance is typical).
For a solo expat in Dubai: ~USD 2,500/month baseline. Abu Dhabi: ~USD 2,300. Sharjah: ~USD 1,400. Family of three Dubai: ~USD 4,500; Sharjah ~USD 2,800.
The UAE's tax structure is the headline draw: 0% personal income tax federal (no emirate-level PIT either) and 5% VAT per the Federal Tax Authority — one of the world's lowest VAT rates. Corporate tax was introduced at 9% from June 2023 for businesses with profits above AED 375,000; below that threshold, 0% corporate tax also applies. The UAE's territorial system means foreign-source income is generally not taxed.
Two caveats. The "0% personal income tax" applies to employment/self-employment income but not all categories — capital-gains tax on real estate transfers exists in some emirates (e.g., Dubai 4% transfer fee). Second, Dubai school fees for expat families run USD 8,000-25,000 per child per year at quality international schools — frequently the largest single budget item for family relocators; factor this into the family-budget math explicitly.

The UAE offers three relocation visa tracks: the Virtual Working Programme (Dubai's Remote Work Visa), the 10-Year Golden Visa, and the 5-Year Green Visa. As of January 2026, the Virtual Working Programme's income threshold rose from USD 3,500/month to USD 5,000/month — a 43% jump that aggregator sites are still catching up to.
The Virtual Working Programme grants 1-year stay (renewable) for remote workers earning from non-UAE employers/clients. Required: USD 5,000/month income proof + health insurance + valid passport. Application fee ~USD 287. Family included with the same documentation per dependent. The Golden Visa is investor- or talent-based — categories include AED 2M property investment, AED 2M public investment, or "outstanding talents" in science, arts, sports. The Green Visa is freelancer/self-employed-oriented at a lower threshold (AED 360,000 annual income evidence).
The UAE's tax structure is the headline draw: 0% personal income tax (federal — no emirate-level PIT either) and 5% VAT (one of the world's lowest). Corporate tax was introduced at 9% from June 2023 for businesses with profits above AED 375,000; below that threshold, 0% corporate tax also applies. Tax residency follows the 183-day rule, but the UAE's territorial system means foreign-source income is generally not taxed.
Two caveats. First, "0% personal income tax" applies to employment/self-employment income but not to all categories — capital-gains tax on real estate transfers exists in some emirates (e.g. Dubai 4% transfer fee). Second, the Virtual Working Programme's 2026 threshold increase is a stale-data candidate in many aggregator sources — verify directly via u.ae before applying.
